I am writing to express my immense concern about the gross human rights violations occurring in Pakistan, the arrests of thousands of citizens and political activists, the blatant violations of the constitution, and the suspension of the democratic process.

The Government of Pakistan is using illegal means to deny provincial elections in Punjab and KP. The two provinces constitute more than 60% of Pakistan’s population, and as per the constitution, the elections were to be held by April 2023. In an apparent move to avoid the constitutionally mandated elections, the government has resorted to measures to brutalise the opposition’s political activists and supporters.

After the illegal arrest of opposition leader Imran Khan, the former Pakistani Prime Minister, by paramilitary forces on the 9th of May, widespread protests broke out across the country by his supporters and members of his political party, the Pakistan Tehreek-e-Insaf (PTI). The authorities killed tens of protesters, injured hundreds, and used the protests as a pretext for blanket arrests of thousands of people (more than 7500 according to some estimates), including activists, supporters, social media users, and prominent journalists. Women activists have been especially targeted, and many are languishing in jails without due legal process. The government has announced plans to use the Pakistan Army Act and Official Secret Act to try civilians in military courts, contravening Article 14 of the International Covenant on Civil and Political Rights (ICCPR).

The government has resorted to restrictions on citizen assembly, media and internet blackouts, and illegal arrests of journalists and social media users. Mr Khan, who has survived an assassination attempt, still faces threats to his life. Previously, the persecution of prominent TV journalist Arshad Sharif (who was later assassinated), the torture of academic Dr Shahbaz Gill and Senator Azam Swati, and the custodial murder of political activist Ali Bilal are some high-profile examples of the atrocities that have taken place under this regime.

The government should not support any regime that does not respect the rule of law, human dignity, and democratic values. The American people have provided development assistance of billions of dollars to Pakistan.

These gross Human Rights violations also fall under the purview of the Magnitsky Act, which authorises our government to sanction and freeze the assets of individuals who are party to human rights violations.  
For example, the government has recently sanctioned the former President of Haiti for corruption and over 200 individuals for human rights violations and corruption.
As a taxpayer, I urge you to take notice of these gross human rights violations and:

>Ask the government to investigate these violations under the Magnitsky Act and sanction and freeze the assets of individuals responsible for gross human rights violations and individuals who have accumulated wealth by corrupt means.

>To write to the Secretary of State and request him to take this issue up with the Pakistani authorities.

>Intimate to them that continued support from the US depends on observing fundamental human rights.

>Issue a statement from your office on social media raising your concerns.
